CONFLICT BACKGROUND

Libya remains split between two rival governments: the UN-recognized Government of National Unity (GNU) in Tripoli backed by Turkey, and the House of Representatives (HoR) with the Libyan National Army (LNA) in Benghazi backed by Egypt, UAE, and Russia's Wagner Group (now Africa Corps). Despite a 2020 ceasefire, armed clashes persist in the south, oil crescent, and Tripoli suburbs. Migrant smuggling networks and armed militias operate throughout the country. Control of oil infrastructure — worth $20B+/year — is the primary driver of factional conflict.
